10 agencies collecting billions in tolls

Tolls are one of life’s annoying necessities, like paying the electric bill. For a select group of toll agencies, 2017 was a banner, billion dollar year.

Revenue figures for the top money making toll agencies in 2017 came from Fitch Ratings top transportation trends, with the exception of the Port Authority of New York and New Jersey, which wasn’t included in that ranking. Port Authority figures came from the agency’s 2017 financial results

Half of the top 10 toll agencies surveyed collected $1 billion or more in toll revenue. That’s a lot of quarters in the toll basket and charges on E-ZPass accounts. Here they are, in order.

10. Ohio Turnpike Commission.

The Ohio Turnpike is a 241-mile east-west toll road in northern Ohio, built between 1952 and 1955, connecting Indiana and Pennsylvania. The Turnpike Authority approved 2.7 percent annual toll increases beginning in January 2014 to finance state Department of Transportation projects and eliminate a DOT shortfall. 

2017 toll revenue:  $295.8 million 

Toll rates: Varies by toll plaza, by distance traveled, E-ZPass use and vehicle type. 

9. Oklahoma Turnpike Authority.

The Oklahoma Turnpike is a network of 10 highways. The Turner Turnpike was the first highway built between 1950 and 1953. The remaining turnpikes were constructed between the 1960’s and the 2000’s to reach 606 miles of highways. Tolls increased 12 percent last year to finance highway construction and rehabilitation.

2017 toll revenue: $300.68 million

8. New Jersey Turnpike Authority (Garden State Parkway).

The Garden State Parkway opened in 1946 with a 10-mile section of a planned 173-mile long coastal highway. The New Jersey Highway Authority was created to build the rest of the Parkway in the 1950’s. It merged with the New Jersey Turnpike Authority in 2003.  The Parkway is finishing the last of a three-phase widening that added 90- miles of new lanes between South Toms River and Egg Harbor, funded by a toll increase package approved in 2008.

2017 toll revenue: $428.15 million

Toll rates: Varies by toll plaza, distance and vehicle type.    

7. Maryland Transportation Authority.

The authority was created in 1971 to manage the state’s nine toll facilities, which include the Chesapeake Bay Bridge, the Fort McHenry and Harbor Tunnels and the Francis Scott Key bridge. The last toll increase was in 2015.

2017 toll revenue: $685,782        

Toll rates: Varies by facility, time of day and use of E-ZPass.
