People familiar with the matter told they believe 'there is sufficient evidence' but the DOJ group 'has not made a formal recommendation' to Attorney General Merrick Garland, who has ultimate approval. 'The path to an actual indictment is far from clear,' the report said. It's unlikely the prosecutors would bring obstruction charges on their own amid investigations into several other possible Trump crimes.
