An man who raped and murdered a woman in the 1970s, only to get out and sexually assault someone else in the 1980s, has officially been let out by the state's parole board after spending decades in prison.George Nulph's pleas to the Oregon Parole Board, which has a history of freeing violent offenders early, finally went in his favor. At his last parole hearing in October, the five-member board signed off on a supervised release for Nulph, now 73. He was officially released into the community on February 19.
