The mayor, 61, was asked whether we need a better way to 'track' potentially dangerous individuals like Frank James, who shot 10 people in a subway in Brooklyn last week.James had posted hate-filled videos on YouTube, including one just a day before the attack in which he admitted: 'I can say I wanted to kill people. I wanted to watch people die.'
