Cooper, who is retiring after a once-in-a-decade redistricting that favors Republicans in his district, tore into the new plan for his state, calling it the 'grossest legislative overreach in terms of redistricting probably in history.''We’ve been crippled politically. I’m fine. I was alert to the danger. I tried to warn everyone I could. Very few people wanted to listen, and now the worst has happened. I feel terrible for the city, and I hope I’m wrong.'
