Florida Rep. Maria Salazar released a new immigration reform framework on Friday, days before the end of Title 42 is expected to exacerbate the swell of migrants at the southern border. The proposal is the second prong of her immigration plan, after the Florida congresswoman introduced a border security plan in February. The proposal would lift the 'per-country' cap on employment-based green cards from seven percent to 15 percent - after the House this week scrapped plans to vote on a bill that would do away with per-country caps entirely.
