Moderate Sens. Joe Manchin, W. Va., and Jon Tester, Mont., sided with on the resolution of disapproval. Sens. , D-Pa., and Dianne Feinstein, D-Calif., did not vote as they are dealing with health issues. The bill now goes to the president's desk and press secretary said he would veto it.
