Activists in celebrity hotspot Southampton have accused the town council of dragging its feet over plans to rebuild the house of a 19th century black whaler.Local curators of Southampton's black history have been trying to rebuild the home of Pyrrhus Concer - a black man who became a prominent businessman in the community in the eighteen-hundreds - after a Credit Suisse banker bought the building and knocked it down to put up a summer home in 2013.The plans for the mansion were scrapped after public outcry, but since the town purchased the property for $4.3million in 2015 the project to rebuild the house has seen little progress.
