A 17-year-old girl's final moments before she went missing have been revealed in haunting surveillance footage. Penelope Wise was wandering down a street near the Corner Bar in Rockford, around midnight on June 1 when she was captured on video. The youngster, who suffers from mental health difficulties, was wearing a pink top, denim shorts and at one point appeared to glance directly at the camera.
