ATM fees have reached a record high as customers are being slapped with a $5 surcharge to make a withdrawal at machines that don't belong to their regular bank.Fresh analysis by finance website Bankrate found that on average consumers were forced to pay $4.73 for using an out-of-network cash machine, up by 7 cents from last year. Despite the spike, researchers noted that across the board junk fees imposed by banks - including overdraft charges - were actually decreasing.
