Boston's progressive 'sanctuary city' laws allowed a Haitian man who allegedly came to America illegally to be set free despite being arrested for rape and indecent assault of a developmentally disabled person. Pierre Lucard Emile, 31, is the suspect in question, according to multiple officials inside Immigration and Customs Enforcement.When Boston immigration officials demanded he be detained after being charged on the grounds that he is here illegally, they were denied by a district court judge.
