For the past four years, residents of Imperial City, a small town located a 20-minute drive from San Diego, have endured daily exposure to sea spray and aerosol particles emanating from the polluted ocean. More than 100 billion gallons of untreated wastewater have flowed through 's Tijuana River and into the Pacific Ocean, eventually reaching the coastal town over the past five years.
