Home sales in January were down 8 percent as high mortgage rates and harsh winter weather may have discouraged Americans from buying.Last month, pending home sales fell the largest amount since October when the cost of borrowing hit a record high, according to a monthly report from Redfin.Although rates have come down, they still appear high enough to be holding back buyers. This week, 30-year fixed mortgage rates were 6.64 percent, according to Government- lender Freddie Mac.
