officials were warned two months ago that conditions inside a troubled migrant shelter could be deadly after a toddler almost died.The seriously ill two-year-old boy had to be rescued by volunteers from the Pilsen shelter, south of downtown, after staff allegedly refused to help and threatened his family with deportation if they complained.The shelter is the same site where five-year-old Jean Carlo Martinez Rivero, fell ill and then later died on December 17 after days of sickness with similar symptoms alongside 2,300 other asylum-seekers.
