A city council employee has been sent on administrative leave after his colleagues received a video of him masturbating. The lewd footage of Doug Gerber, the Shawnee City Council manager, was sent anonymously to council workers in an email with the subject line: 'MOST IMPORTANT'. Gerber did not personally send the video to his co-workers and his city computer system was not used to distribute the broadcast.
