The city of Philadelphia has apologized to scores of family members and community activists for the inhumane treatment black inmates were subjected to during the 1950s through the 1970s.Approximately 300 black prisoners at Holmesburg Prison in Philadelphia were offered $10 to $300 to participate in a study that involved injecting them with deadly toxins - though they were likely unaware of the significant risk they were undertaking.The dermatological, biochemical, and pharmaceutical experiments performed by University of researcher, Dr. Albert Kligman exposed the inmates to viruses, fungus, asbestos, and other chemical agents including dioxin - a component of Agent Orange.
