A woman in Memphis who was allegedly raped last year by Eliza Fletcher's alleged killer has filed a lawsuit against the city's police department accusing them of negligence for not sufficiently investigating her case. The suit, filed by Alicia Franklin on September 20, says Memphis police may have been able to prevent Fletcher's kidnapping and death if they had adequately investigated Franklin's assault in September 21 more seriously.Franklin, 22, says she was raped by Cleotha Abston, who authorities believe abducted and killed billionaire heiress Fletcher on September 2 as she was running early in the morning.
