State and city leaders in Sacramento are building 175 tiny homes for their to address an estimated 9,300 sleeping within the city's limits.Part of a planned 1,200 temporary residences promised by Gov. , the homes will be set in a vacant park located in the southern part of the city - which, like much of the rest of the state, is littered with Level 1 homeless encampments.The plan, announced in March, has been perpetually delayed, and it's still unclear when the community, one of two planned for the city, will be built.
