San Diego opened its first of two 'safe-sleeping' areas in the border-city just weeks after the. Mayor Todd Gloria announced the plan to open the areas in June as a way to combat the city's crisis, which has been exacerbated by opioids. San Diego has more than 2,000 individuals living on the streets and in 2019, the Department of Housing and Urban Development reported that the county had the fourth-highest homeless population in the country.
