In a 67-32 vote, the Senate invoked cloture, allowing debate to begin on the bill. Senate leaders along with intelligence officials have stressed a need to reauthorize Section 702 of the Foreign Intelligence Surveillance Authority (FISA), or else 'America will go blind.'
