A rise in home burglaries in 's wealthy communities may be linked to 'criminal tourists' from South America who enter the U.S. to raid rich neighborhoods. Hillsborough Police said it suspected sophisticated burglary crews, known as South American Theft Groups, for a brazen robbery that took place last Friday night in the affluent San Francisco Bay area community, where homes average around $5.4 million, according to Zillow. Security footage from the home captured the moment a thief walked up to one of the homes and appeared to notice the camera as he quickly backed away.
