Russian troops in Ukraine have shelled encircled cities and it appears that a second attempt to evacuate civilians from the besieged port city of Mariupol has failed due to continued violence.
Ukrainian officials said on Sunday that shelling disrupted what was supposed to be a cease-fire beginning at noon local time, when a pro-Russian official said safe-passage corridors were to have opened.
The shelling continues as US Secretary of State Antony Blinken said that the US has seen reports of Russian abuses in Ukraine that "would constitute a war crime" and that the Biden administration is committed to supporting investigations into the country's actions.
