Foreign affairs leaders are foiling 's desire to develop a no-fly zone over the country in the midst of Russian invasion with Senator claiming the move would lead to World War III.

'A no-fly zone has become a catchphrase,' the Florida senator told ABC's This Week host George Stephanopoulos.

'I'm not sure a lot of people fully understand what that means,' he said, adding: 'It's not some rule you pass that everybody has to oblige by. It's the willingness to shoot down the aircrafts of the Russian Federation, which is basically the beginning of World War III.'
